Yes, two of the holes fall in the middle of the cross member. I anticipated
that problem and had the body shop that put the floor pans in on my 72B
weld some metal between the pan and the cross member so that I could have
enough material to thread a hole for the bolts to screw into. However, I
have heard that some people just bore a hole all the way through floor
board and the cross member and use longer bolts.
I had the wooden slats as well as the rubber floormats with holes so I was
able to get a reasonable approximation of where to drill my holes but I
suspect that I might still have been a bit too close to the
tunnel. However, this question came up on another list that I am on and
here is a diagram someone else made from his car, presumably with original
floorboard but its a 1972 or 73, so there may be some differences,
particularly since a 63 would have a narrower tunnel:

You could perhaps experiment with a cardboard template - a bit of work but
you want to make sure you drill your holes correct the first time.
