Well, SOME lag is definitely inherent to
turbocharging.  Since the compressor is spun by
exhaust gas, there is naturally some delay always
present.  They never have the rapier throttle response
of a good natually aspirated engine.

As for peakiness, turbocharged engines are rarely
peaky in the truest sense.  Obviously, they can be
designed to have all sorts of different types of
behavior, but "classic" turbocharged engine behavior
is generally described as having softer throttle
response at low RPMs, then a big fat whallop of torque
in the midrange, and then a somewhat strangled top
end.  The turbocharger is sitting in the exhaust
airflow, so it's hard to flow a ton of air through it
to get really strong top end power.  They just aren't
good at being "peaky".

Oversimplified of course, but in general, it's been my experience.
