Unfortunately, the "new" American Way is government intervention
in (and disruption of) the marketplace. Most of these seemingly
inexplicable discrepancies in gas prices are the result of the
EPA dictating to the oil companies how gas must be formulated to
meet the specific "needs" of specific (usually zipcode-defined)
environmental areas. An area 5 miles away may be swimming in
gasoline of a type that's illegal in your area, placing you in
a gasoline ghetto. It's one thing to expect the oil companies
to produce and distribute their product across a contiment of
similar markets. It's another thing to expect them to acommodate
the market balkanization imposed upon them by the feds. Spot
shortages and gluts are unavoidable.
