Doesn't even really do that, just the 'air' (actually fumes, which is why it
is vented to atmosphere via the canister to scrub it) displaced by the rise
of the fuel level when first switching on and the further rise and then fall
after it is switched off.  When the engine is running the fuel level is
virtually constant.  Of course, if the vent line is blocked for any reason
fuel will pour out of the jet as the fuel level and hence float cannot rise
to shut it off.

The tank line goes direct to the canister, not via the carbs which don't
overflow in that event, and will only happen anyway with a completely full
tank.
