On the MGB (and I suspect on other MGs), the heat shield goes first and
then the spacers. Its possible to put the spacers on first and then the
heat shield - but if you do, you will see why the spacers must go on after
the heat shield and not before. They provide the extra room for the
throttle linkage to operate for one. The carbs need that separation
distance from the heat shield.
