The application "Microsoft Photo Editor" that comes on many Microsoft-OS
PC's is not too bad, if I recall, and you may already have it on your
system.
I've used PhotoImpact (a program that came free with a scanner I bought some
time ago) on a PC, and use GraphicConverter on my Mac. Both are very
inexpensive.
