I can say from experience that if you have it on and lose traction, in my
case ice, the tires will maintain the same wheel speed, but since they
aren't getting enough traction they spin like crazy and you start
fishtailing under power. In my case I was coming up a ridge in PA and hit a
snow storm so fast that I didn't have a chance to take the Cruise off. I
ended up fish tailing badly until I was able to hit the brakes, to disarm
it. At that point I spun and stopped harmlessly on someone's driveway, via
the grass.
I think what the story meant was after a spin or a slide off the road, the
car keeps trying to regain it's road speed.
