Generally bolts that require torquing do not receive lube (light oil etc.)
unless specified as the lube does result in a higher torque value.  If
specified to be lubed, the torque setting will reflect using the lubricant
and installing dry will result in under torque.

 Not sure I understand this.  The usual practice is to clean and
