Windscreen frame

Greetings all !

Busy stripping my windscreen frame at the mo' and trying to work out how to
restore it, it seems to have some sort of coating on it so my original idea
of just polishing it up has gone out the window.

Does anyone know what the best way of cleaning it up is? Google and the
archive come up blank so any input would be much appreciated.
