1.) Electrical problems and the windshield (assuming it is an inspection
issue). If the rear suspension is a safety issue then do this to. If it is just
dragging take your time. The main thing is get the car safe and reliable for
the road.
[Start driving it]
2.) Do the paint, obviously do any exterior and structural body work at the
time.
[Make it a good 20/20 car (nice when viewed at 20 feet or twenty miles and
hour)]
3.) Do the big interior things that affect comfort and safety, seats not on the
floor, carpets to keep it quieter. You can work on the panels and dash bit by
bit after that.
Everything else will keep you puttering with the car for the next twenty years
which is half the fun of it
