Measuring the difference between 14" and 15" wires

Listers,
I go to this guys place and he has 5 wires to sell. 
He doesn't know what they are off of let alone what
size.  SO, how do I measure for 14" or 15 " etc.  I
just took a flexable measuring tape to my C and came
up with 16 1/2".  My Mini lites on the 70B measure 15
1/2".  With a straight edge ruler, my C measured 16"
and my B 15".  What's the deal here? Confused as
usual.
