Robert,

My family Jeep is the same way.  The service book regime calls for
periodically removing, cleaning and replacing the cover using sealant.  It
is definitely a pita.  Some gearhead off-roaders tap a drain plug into the
cover so they can easily drain and fill after every time they bog around in
water.  I keep meaning to add it myself.
