Something is stuck.  Break the line from the master loose, and try the pedal.
If it moves, tighten the line and loosen it from the slave, if not, you have a
bad master..  Try the same thing.  If it moves, you have a bad slave, if not,
a blocked line.

You might want to check and see if a furry creature bult a nest or something
to physically stop the pedal from moving.
