Phil,
It might be that the radiator is pushing out excess coolant. Does the
level stabilise after it pushes out the quart? W/o an expansion tank
installed separately, radiators need an area at the top to handle
expansion. Proper coolant level is often an inch below the filler neck.
How full are you filling and how low is the coolant after it has
overflowed?
