Yes, dome out is the way. They are fitted into the opening, then struck
at the top of the dome with a ball pein hammer. Alternatively, set one
ball pein against the dome then strike the hammer with another hammer.
This flairs the plug and makes a tight seal. It is the same sort of plug
used for casting holes on the block. No harm would be done by smearing
a bit of permatex or some other sealant into the hole before the plug is
set.
