Two separate operations if using a dip. Anything that will remove rust
will not remove paint and vice versa. If you remove the paint first,
then everything has to be thoroughly cleaned of any oils to allow the
rust remover to work and vice versa. The chemicals of one process
contaminates the chemicals of the other. If using blasting, they both
can be done at once.
