I *think* Andrew meant to say that $1000 isn't bad if it is free from rust.
Steering rebuild can be $500-$1200 or so, depending on condition of the rack,
if you do it yourself--most of it is very doable, I have discovered. Send
the carbs off for rebuild, several hundred there. Seats'll run you $300-400
depending on degree of trouble involved (frame, for example). Cracked dash
can be done for less that $75 if it is just the top and you don't mind that
glue-on cap, which really looks great--hard to distinguish from the real
thing. Otherwise, a full dash replacement is a real process, heavy man-hours.
FWIW, if the body is straight and rust free, and the rebuilt engine--worth
about $2000 right there--seems to run well without burning oil, I'd say its
not a bad deal.
