Wrong, I'm afraid. Almost every DHCP server implementation maintains
a cache that maps ethernet adapter (MAC) addresses to IP addresses.
There are many ISP where a reboot will result in getting the same addr,
it depends on the cache expiry and the churn rate. This is for
broadband connections only, dialup always gets random assigment because
PPP adapters (virtual) don't have unique MAC addrs. In actual fact the
modem on the ISP side probably always gets the same IP, if its using
DHCP at all, but when you dial in to a modem pool you can't pick which
modem you're going to connect to.
My old DSL connection would get the same IP after being off for over a
week... I'll have to stay away from AT&T Broadband then, thanks.

Why on earth would you download something for that?
ipconfig /all or
winipcfg
will tell you everything, and they come with Windows.
