In the U.S. anyway...that would be stealing!!
Under U.S. copyright law, the fact that someone authored or designed and
published something, gives them copyright protection. That IS their
protection. If you use their work for commercial gain, then you are
violating the law. And if for non-profit work, you should at least ask their
permission to use their work.
Be nice, let's not be a world of thieves!! Just ask to use the work. If they
decline, then go elsewhere!!
