I just went through this.
I would first check to see if there is current going to the tail lights. Take
a voltmeter and while having someone depress the brake, check the wires just
before the pigtails in the tail light. ( I did this alone by setting up the
meter on the fender facing forward and I depressed the brake pedal.)
If not, it must be the switch.
If there is current, remove the bulb and clean the contacts in the socket,
the bulbs and on the pigtail and the metal socket.
I had quite a bit of rust and corrosion in the sockets on some of mine.
The pigtail was shorted out on another which I replaced.
