Cloth covered wires have the color code woven into the cloth 
covering.  White wires are not fused and are hot with the ignition switched 
on, so if shorted these are the ones most likely to burn.  White could be 
the primary feed from the ignition switch to the fuse block, but running 
through the engine bay it is more likely for the ignition coil (or rather 
going to the ballast resistor if you have one).  Second white wire cold be 
for the electric fuel pump (assuming it is unfused in that model car).

On the other hand, old cloth covered wiring tends to have badly faded cloth 
covering, to the point where you may not be able to read the colors, 
especially where it is exposed at the open ends of the harness.  If you dig 
a little deeper into the harness, are those wires still white?
