Just for reference purposes, or FWIW, there are converters available that can do
this, but the ones I am aware of are very expensive ($100 and upwards depending
on current capacity). I have used such devices for military specification
applications where they wanted a power supply that could operate on input
voltages from 6-34 volts with either polarity, and having a stable 6 volt
output.
Instead of trying to build such a strange PS, we used this neat converter (about
1/2 the size of a pack of cigarettes). If anyone needs to know a source contact
off list.
