The harmonic balancer (or crankshaft pulley ) is a two piece affair.  There is
an inner hub and an outer ring,  with a rubber ring in between.  When the
balancer ages, the ring sometimes becomes delaminated from the hub and the
ring, and the outer ring then spins around somewhat.  Since the outer ring has
the timing marks, and the hub is indexed to the crank, when a timing light is
used, the reading is way off.

The best thing to do is verify #1 piston is at the very top of it's stroke.
(You can do this with a long pencil or wooden dowl-just remove the plug,
insert the dowel, and turn the engine over by hand until the dowel is all the
way up), and then check the alignment of the timing marks.  It should be at 0
degrees.  If it isn't, you probably have one of two problems-either the
balancer as bad as described above, or the balancer is from a MKI B which had
the marks in a different plaace.
