The high idle may itself be a symptom. Of what, I don't know. But I know
that once in a while, while doing a tune-up, I have this problem where I
can't lower the idle below 1200-1500 even though the adjuster screws are all
the way out. When this happens I go back to square one and start over.
Usually that takes care of it, and I get the idle to around 800.

If you meant it won't idle below 1200 because it dies if you set the idle
lower, that may well be a symptom of poor spark. Or possibly too lean.

Does the distributor shaft rotate smoothly? Or is it loose or wobbly? I had
a bent shaft in my old distributor -- I could see how that might affect only
certain cylinders due to the rotor being out of plane with the cap.
