Phil: Change your gas to 75% Argon and 25% C02. I tried the 100% CO2 and it just doesn't work well on RUSTY metal. Straight CO2 is fine for new CLEAN metal but not RUSTY metal. 100% Argon would be better, but I opted for the mix as it's a little cheaper.
