The photo is of an mga that is currently owned and raced by Joe Tierno.
And, yes, the pic was taken at Watkins Glen. 

I've copied Joe and I'm sure he can give you the history of the car. I
remember him telling me he used to ride to the Glen in it when he was
seventeen.
