My son and I just finished this project. We cut off the flange only,
and then butt welded the joint retaining the full fuel filler hole. The
panel needs to be worked into place on the inside of the lower sheet
metal, so a lot of cutting and spot weld drilling was required. I have
photos if you are interested.
A couple of other things we ran into: The curve of the panel was
greater than that of the trunk lid, and we had to do a fair amount of
"alignment" (i.e., bashing with a big hammer) to align it with the trunk
lid. Also there are two extra holes for the later type license plate
holder that you will need to weld plugs into.
It's a PITA, but worth it.
