Charlie,
  Tell them real soon to set insulation on the crushed rock, then to lay
rows of heater tubing in there before pouring the concrete.  All you need
to heat the floor is an ordinary water heater with a pump.  One of the
guys in our club has a heated garage floor--if working under a vehicle
while it's on a heated floor can ever be nice, this is the best it can
ever be.  He said it cost him about $400 for materials.
