60 MGA pedal box

My brake/clutch pedal pedals are swinging freely in the wind. The
bolt head shaft nut is off and the shaft itself rotates freely,
but will not slide out or even budge slightly sideways, even after
repeated heavy abusive hammer blows.

Wassup?
