Can't help you with the tire question as I have a TC.

As for your instrument panel, contact Craig Seabrook at the Whitworth
Shop in Novelty, OH.  His email address is seabrook@en.com.  He did my
instrument panel for my TC.  The cost will depend on what you have done,
but his prices are very reasonable especially considering the high
quality of his workmanship.
