I've driven both my 4-cyl and V8 in temps below freezing and they never fail
to get close to the N in those conditions, if either didn't I would suspect
the thermostat (or the gauge).  I know very small engines of 1000cc or so
can fail to get up to temp even though the thermostat is fully closed
because the surface area of the block in the freezing blast when underway
plus the heater being on gives more than enough cooling.
