Craig; I'm guessing here a little bit but this is a combination of what I know about metallurgy and what I have seen calling on autobody shops in a later life. I have seen a lot of the circular type which tut around the weld in use in shops. I would guess that they found that it is easier to cut around the weld than drill through it as the welding process will tend to harden the metal locally makeing it difficult to drill through.
