POR-15 is a good option. It doesn't have the toxic fumes that someone
else said it does, and it can certainly be used without positive air-flow
equipment. The fumes are no worse for you than any other paint and
similar precautions (well-ventilated area, etc.) are all that are needed.
It can be brushed or air-sprayed on, although I would recommend sticking
to a paint brush because it is a lot easier for the home user.
POR-15 works very well on rough and rusted surfaces. It requires
topcoating, however, to maintain its gloss. If not topcoated and exposed
to UV rays it will get a chalky look over time. It won't deteriorate
chemically, however, and will provide the same protection. I painted a
TD brake drum with POR-15 and left it outside in the snow and rain
through three Chicago winters and it never allowed a bit of rust to form.
It wasn't topcoated, though, and it became real flat, almost chalky in
texture.
You don't have to buy their expensive topcoat. Any good paint will work
as long as you follow their instructions closely.
I'm about to do a well-rusted car trailer in POR-15, BTW.
Another alternative is powder coating. I had my MGTD frame powder coated
here in Houston. It cost about $175 and the resulting surface is
impenetrable, unchippable, and quite good-looking.
