 From my experience - flooding gives symptoms like loss of power (not 
necessarily sputtering, just a sluggish performance), black smoke from 
exhaust from incomplete combustion, possible smell of gas. Car may not 
start after it is warmed up but will start once engine cools. Spark plugs 
will be wet with gasoline.

Fuel starvation, on the other hand, will have a more abrupt sputtering or 
cutting out, most notable on acceleration or high speeds when fuel demand 
is highest.

At least that has been my experience.
