Bad grounds in the light clusters can cause non-working turn signals, but
these are best looked at last when all the other lights are working since
they have their own problems. Gauge lights come off the first position of
the main light switch - red via the rheostat then red/white to the gauges
pre-1970, red/green via the rheostat after that.
No turn signals with all other ignition circuits OK can be a problem with
the hazard switch, but if other ignition circuits go on and off with the
turn signals it is probably a connector in the green circuit.
