Charles -

Perhaps.  I don't know.  I just know that it surprising how many times
I've set up a clean SU, (or watched my Dad do it), started "12 flats
down from even with the bridge", and spent a while going this way and
that, taking careful note of how many flats in either direction I've
gone with each adjustment, and found myself at 11 - 12 (sometimes 13)
flats when all was said and done.
