When I've had a similar problem, it was due to crud in one of the float 
bowls. At startup, if it got into the jet, it was horrible. But 
sometimes, apparently, it wouldn't. But after a 'bad' run, I cleaned some 
junk out of the front jet, and since then it has been OK.
