Yes, it is for the rear crankshaft seal. And, yes, you need to install
it properly, it doesn't "just slip on". For an example of how to
install a "Speedi-Sleeve" (same thing, I believe) see

Although this work is in the rear axle area of an MGA, the speedi-sleeve
installation depiction should prove instructive and useful.
