You can try cutting a slot in the shear bolts (Dremel?) and use a flat blade
screwdriver to remove them. If all you really need is the electrical part
for the ignition switch, you can get that separately from the lock mechanism
and it's a very simple replacement.

removing and replacing the assembly is very easy. I simply drill out the
old shear bolts and the entire assembly should pop off....
