Do you have an electronic tach?  Is that wavering too?  If so the problem is
in the ignition LT, like maybe a points wire broken inside the insulation or
the condenser as Barney says.

If not those get it hot and popping then clip on a timing light to see if it
really is the HT that is failing.  If is then it looks like the coil.

If the timing lights is not missing beats then it looks like fuel.
