I don't believe this could be a seatbelt warning buzzer.
My BGT is of the same year and was not equipped with it.
These things came later....
I stick with the door open warning buzzer.

I suspect it is the integrated seatbelt ignition warning buzzer. If you
look under the seats there should be some wires that have male or female
connectors on them that connect to a sensor in the seat. I suspect that
these are disconnected, if they weren't you would know it!
