The coil isn't grounded.

With the points open you should get 12v on both terminals.

With the points closed you should get 0v on the CB or -ve terminal, and
either 12v on the SW or +ve terminal of a 12v coil or 6v on the +ve terminal
of a 6v (externally ballasted) coil.
