Sounds like you need a thermostat installed. Just a few bucks and a couple
days wait from Northwest Import Parts. Takes maybe an hour to change if you
include flushing the system and installing new coolant.
Another option is the heater valve is not opening all the way.

If you would like you can drive the car up to Whidbey Island (it's a great
place to drive the "B" anyway) and I'll help you diagnose it.
