For the parking lights:
Follow the red wire from the fusebox - no voltage - go back in the
schematics to the lamp switch where this all starts.
Could be complicated with ground issues as well.

Right high & low beam are connected behind this lamp to wiring which
connects to the left lamp as well. So trace the wires - but I suspect a lose
ground is the cause here.

Heater fan can be anything but I had the funny experience the switch itself
was stuck inside.
Don't be afraid - get the internals of the switch apart - clean thoroughly
and apply a littlebit of light grease. Worked fine with me.

Break light - possibly ground.
Read the wiring diagram.

 From the information you provided, it looks like components that work do 
not need the ignition switch turned on. Those not working require the 
ignition switch to be turned on. So that would be the first place I would
look.

That and the fuses.
