B howling at me

Fired up the 'new' B for the first time since bringing home on Jan 1 and
heard a fairly high pitched howling sound emanating from the water
pump/alternator area,  almost like ooooooooohhh.  As it warmed up the sound
began to disappear until the car was fully warmed up and the howling was
barely noticable.  Particulars, 78 engine with Weber DGV, Mallory dizzy, PCV
from 68-69, and zero emissions equip.  Any thoughts?
