UK, at least, cars with the fresh-air vents in the dash ('face'-level) still
have the 'foot'-level fresh air flap. Otherwise as Dave Hill said except
that maybe I am just lucky with mine but neither of my cars suffer from
leaking or rattling face-level vents. Or maybe I just can't hear them above
everything else ...

Today's Trivia question: How many positions does the 'foot'-level fresh-air
flap have?
