It sounds from your description that this is the vertical row of bolts that
go into the fletch panel (technical term for flap of steel) that attaches to
the rear of the front fender. Probably the fender got replaced and the body
shop forgot to put them back in. The fender has bolts at the top and is
also screwed to the rocker at the bottom, so it can't move much.
