No, it was true.  I mention Rhode Island not as a comment about Rhode
Island-ers (no bias there) just that he came from an area significantly
south as to not have much, if any, snowfall, as opposed to northern New
England.

I wouldn't say he was an idiot, but I have met brighter people... just
offering it as an example of how some portions of the population view snow
driving and tires.

I'm sure there are lots of people in RI that understand snow & driving, but
he didn't qualify.

If you prefer, I could just generalize it to "someone who had previously
lived much further south, out of the snow belt".  But he lived in an area
where one normally didn't have to go to the extreme of putting on snow
tires in preparation for winter, and he hadn't even heard of them, which is
also okay, being regional specifc, but what I liked was how he "envisioned"
them.
