The usual way with steering wheels is to slacken the nut a couple of turns
*but make sure it still has plenty of threads engaged*, brace your knees
behind the rim so that they are applying pressure to the rim in an off-ward
direction, then hit the end of the steering shaft with a medium hammer. You
may like to rest another hammer on the shaft and hit that if your aim isn't
too good, and wear eye protection.
The way I get reluctant brake drums off is to lever them forward then tap
the hub. The inward shock on the hub plus the inertia of the drum seems to
do the trick. You could try something like that while bracing the back of
the wheel to the cross-member or something.
