I have no idea if this is correct, but I previously floated the 
contention that DOT 4 is a *performance* spec, and not a *materials* 
spec; meanig that it dictates the compressibility, boiling point, 
hygroscopic (?) tendencies, etc., but not the chemical formulation, 
additives, etc. Therefore different brands could very well have different 
chemistries. This supposition at least seems to fit the reported facts, 
as well as my personal experience.
